Put garlic, pepper and coriander in a mortar and pound.
Take a bowl, mix oyster sauce, sugar, soy sauce, salt and pepper, 1 cup of water and crushed garlic, mix well to make a sauce.
Put the pot on the stove, add cooking oil, then add ½ of the chopped lemongrass to the bottom.
Soak vermicelli in soft water, then put half of the vermicelli on top of lemongrass, then shrimp. Drizzle ½ of the sauce you just mixed in.
Continue making another layer like that: lemongrass, vermicelli, shrimp, sauce.
Cover the pot, cook on low heat and steam for 20 minutes. Pay attention to check often to not burn the bottom of the pot, can add a little water if it is too dry.
Put 1 tablespoon of wine and finely chopped coriander on top, cover the pot and cook for 1 minute.
